The panel blames whiskey traders for the move, but the larger reason was land. Miners pushed into the Absaroka Range in 1874, the reservation was cut back in 1875, and the first agency at Fort Parker, east of Livingston, was left on ceded ground. The Apsáalooke opposed going east, toward country the Lakota held, and so did Bozeman's Grange. The granite stone beside the panel, its upper plate worn blank, dates the agency 1875 to 1883; the panel, like the move to the Little Bighorn, says 1884.
