The panel's traders set up along the Yellowstone because the Crow Reservation began on the far bank, and that line was being sold while Eagle's Nest poured its whiskey. Under an agreement signed on June 12, 1880 and ratified by Congress on April 11, 1882, the Apsáalooke ceded the western end of their reservation, from the Boulder River east. The railroad arrived the year the sale was ratified, and in 1884 the agency on the Stillwater closed and moved east to the Little Bighorn. The trade the posts were built for moved with it.
