The Coeur d'Alene Tribe's own history says allotment broke an agreement. The Agreement of 1889 held that no reservation land could be sold to or occupied by whites without the tribe's consent. Even so, 638 people were allotted about 104,000 acres, and roughly 310,000 acres were declared surplus and, in the tribe's account, lost without compensation. A presidential proclamation of May 22, 1909, opened them to a land-office lottery at Coeur d'Alene, with homesteads chosen from April 1, 1910. In 1911 the last Schitsu'umsh families near the lake were evicted for Heyburn State Park.
