U.S. Senator Russell Billiu Long
Baton Rouge, East Baton Rouge County · Louisiana
Erected 2003
Long was elected in a 1948 special election one day before his thirtieth birthday and took office on December 31. His father was Huey Long. He chaired the Finance Committee from 1966 to 1981, and he created the Earned Income Tax Credit and was the architect of employee stock ownership plans. His record on race was mixed: he voted to outlaw the poll tax, signed the Southern Manifesto in 1956 and later repudiated it, and voted against the 1965 Voting Rights Act without joining the filibuster. He retired in January 1987 and died in 2003.
